What matters for the water heater is the housing mix, not a list of subdivision names. The city utility page says electricity is Salt River Project, gas is Southwest Gas, sewer is the Apache Junction Sewer District, and water is either Apache Junction Water District or Arizona Water Company, depending on the address. Apache Junction Water District’s office is at 300 E Superstition Blvd, Building D. Its hardness FAQ says the blended supply would be considered hard water, greater than 10.5 grains per gallon. Arizona Water’s Apache Junction consumer confidence report describes groundwater from area wells plus some water from the district. It does not print a hardness number. TapWaterData reports Arizona Water’s system near 3.8 grains per gallon. Use your bill, not a blog, to see which provider you pay.

Permit authority by area
Inside Apache Junction city limits, Building Safety applies the like-for-like exemption in section 7-1-6(B), and the fee table applies when fuel, type, or location changes. In Gold Canyon and other unincorporated Pinal County land, the county bulletin applies. A house on the Maricopa County side of the city is still in the city if it is inside city limits. Do not guess from the ZIP alone. The permit guide quotes both documents.
